Quartet seeks to revive peace talks

WASHINGTON (Reuters) -- Middle East peace mediators on Wednesday criticized Israeli settlement building and called on donors to meet aid pledges to the Palestinians as they sought to revive moribund peace talks.

The so-called Quartet - the European Union, Russia, the United Nations and the United States - said they stood behind their Sept. 23, 2011 call for the parties to reach a peace deal by the end of 2012, an objective that seems increasingly remote.

While welcoming plans for the prime ministers of Israel and the Palestinian Authority to meet later this month, the group also cited "the increasing fragility of developments on the ground" and chided Israel for "continued settlement activity."

The Israeli and Palestinian Authority prime ministers plan to meet later this month but the rare talks may only sharpen differences that have brought peace negotiations to a standstill.

The PLO said it will give Israeli Prime Minister Benjamin Netanyahu a letter spelling out Israel's failure to implement a 2003 "road map" that includes a halt to settlement activity as a step towards achieving a final peace agreement.

An Israeli official said Netanyahu would reiterate, at the meeting with his counterpart Salam Fayyad, his call for peace talks to get under way without any preconditions.

US-sponsored peace negotiations froze in late 2010 after Netanyahu rejected Palestinian demands that he extend the 10-month partial construction freeze he had imposed at Washington's behest to coax them into talks.

'Increasing fragility'

"The Quartet expressed concern about unilateral and provocative actions by either party, including continued settlement activity, which cannot prejudge the outcome of negotiations, the only way to a just and durable solution to the conflict," the group said in a written statement.

The group issued the statement after a meeting attended by US Secretary of State Hillary Clinton, Russian Foreign Minister Sergei Lavrov, UN Secretary-General Ban Ki-moon and European Union foreign policy chief Catherine Ashton.

Some 500,000 Israelis live in the West Bank and East Jerusalem, which are home to 2.5 million Palestinians.

Most world powers deem the Jewish settlements illegal. Israel, which cites historical and biblical links to those areas, disputes this and has said it will keep major settlement blocs under any eventual peace accord.

In their statement, the Quartet urged donors to give $1.1 billion in aid to meet the Palestinian Authority's funding needs this year.

"The Quartet noted with concern the increasing fragility of developments on the ground and called on the parties to work constructively together to take concrete steps to address the Palestinian Authority's fiscal challenges, preserve and build on the Palestinian Authority's institutional gains, and expand economic opportunities for the Palestinian people," it said.

The State Department said it had notified the US Congress that it plans to release $58.6 million in US economic aid to the Palestinian Authority, a move taken despite the objections of a senior Republican lawmaker.

An aide to Rep. Ileana Ros-Lehtinen, who chairs the House Foreign Affairs Committee, said she still objected to the release of some of the money but that the Obama administration was overriding her "hold."

the pro Isreal quartet if it had any ounce of credability would demand isreal stop settlements and recognize 67 borders they are a farce PA had this bunch of liars redundant until it promised not to act unilaterally after they voted no to unesco and no to pal state and again no at HRcouncil wake up you are being dragged under by the useless weak PA all they have done is allowed isreal to grow strong again and this Isreal US tool the quartet shame on russia 2 busy with syriaand iran weak!!!

When both Israel and the PLO want talks, there will be talks. Both sides should put their opening positions in writing and into a press kit. This should include all their issues and those issues of the other side of which they have knowledge. Include detailed maps. The public on the other side doesn't believe that there is seriousness in negotiating. Making positions public will dispel that false notion.

Totally agree with Mel in #1. All negotiations do is enable Israel to continue establishing "facts" on the ground. If the Quartet was not such a sham they would demand Israel stop and roll back illegal Settlements under the ultimatum that if not done they would work for Palestinian Statehood through the UN.

We Israelis see the #1 problem as this: The Palestinians want us to say: "Palestine is the national homeland of the Palestinian people." Sounds like mom and apple pie, right? However, the Palestinians choke and refuse to say: "Israel is the national homeland of the Jewish people." If Abbas can say that 2nd sentence, then peace will happen. Otherwise, not only won't peace happen, it shows that the Palestinians have the true apartheid regime. Peace will be painful for both sides.

why does it condemn settlements and fund the PA ??

IF the Quartet could do negate state sovereignty (It can NOT), then
why does it watch as Arab dictators commit one genocide after another, &
why would it act against THE VICTIM of many Arab-started wars, that now INSISTS UPON SECURE BORDERS, which the UN endorsed in Res#242 ??

Israel will continue establishing "facts on the ground",
UNTIL PALESTIANS ACCEPT ISRAELI TERMS.

In answer to 7. Abbas nor Hamas can say Israel is the JEWISH HOMELAND because it would undermine NEGOTIATIONS on THE RIGHT OF RETURN for Palestinian refugees. What don't you understand about that? The Arab League has offered total acceptance of Israel as a nation in exchange for Israel agreeing to the establishment of Palestinian statehood. The Palestinians are on board Israel has rejected the proposed deal.

The PA letter will warn Netanyahu, that "if the two-state solution dies, the two sides will be headed toward a one-state solution", and The Israeli reply letter should warn Abbas, that just like now, "if the two-state solution dies, the two sides will remain as they are, with: - 1 State of Israel, and - NO State of Palestine !!!
